Dr Ibomcha further disclosed that the scheme has been launched after the Government of Manipur sanctioned an amount of Rs 4 crores for the purpose. In addition to this, a sum of Rs 2 lakhs is  supposed to be provided from the side of the Govt of India. However, the amount has not yet been released so far. It is said that the application forms for availing the benefit under the Manipur State Illness Assistance Fund could be held not only from the office of the Directorate of Health Services located at Lamphelpat, but also from JNIMS, RIMS, all District Hospitals, CHCs and PHCs located in different parts of the State.

FUND INVOLVEMENT: Manipur State Illness Assistance Fund (MSIAF)

Manipur State Illness Assistance Fund (MSIAF)

The Manipur State Illness Assistance Fund (MSIAF), which is managed by an autonomous Society known as Manipur State Arogya Nidhi (MSAN), derives its revolving fund from three sources. These sources are as follows:-

  • Grants from the Government of Manipur;
  • Grants from the Government of India, Ministry of Health & Family

Welfare; and,

  • Grants/donations from philanthropic individuals, organizations and

other voluntary donors to pledge support and contribute to the funds of

the Society in cash or kind. All contributions thus made to this fund

shall be exempted from payment of income tax under Section 80-C of

Income Tax Act, 1961 as is the case for Rashtriya Arogya Nidhi (RAN).

The Manipur State Exchequer has to contribute annually to SAN/MSIAF in the form of Non-Plan expenditure as is done for RAN. The Ministry of Health & Family Welfare, Government of India, will release Grant-in-Aid annually to the extent of 50% of the contributions made by the State subject to a maximum of Rs 200.00 lakhs in case of Manipur. This dictates that to get the maximum GIA from the Centre, the State Exchequer has to contribute Rs 400.00 lakhs annually as Non-Plan expenditure towards MSAN/MSIAF.
